USCIS Is Not Yet Accepting New Form Categories for Premium Processing 

Although USCIS recently announced in the Federal Register, that certain immigrant worker petitions (form I-140), applications to change or extend non-immigrant status (form I-539), and applications for employment authorization for applicants with pending applications for employment-based adjustment of status (form I-765) will be added to an expanded Premium Processing Service, USCIS is not yet accepting these applications for premium processing and will not accept any such filings for Premium Processing until a formal announcement of the official start date is made on the USCIS website.
